A description of the Teacher Management Information System (TMIS) and Ugandan Education.

What is education?  

Education is the basic right of a child, which basically nurtures and shapes the path of a child. Most of the countries of Africa face the problems of quality education and limited infrastructure and it is not hidden from the world. The lack of skilled or certified teachers results in higher dropouts of schoolchildren, directly affecting the literacy rate of the country.   

What is Teacher Management Information System (TMIS)?  

Uganda faces a lot of challenges in teachers' quantity and quality and data collection. The government with support from UNESCO’s CapED Programme has developed a Teacher Management Information System (TMIS) which is aimed to facilitate the teacher, directly related to the teacher certification and ultimately evaluating the teacher’s qualification to acquire authentic teacher.   

Teacher Management Information System (TMIS) which was launched in 2019 has so far contributed to a smoother HR hiring process, it is a part of strengthening the country’s Education Management Information System (EMIS).   

According to the testimony of Jacqueline Kalule Kutesa, who is a head teacher at St. James Secondary School Jinja District in Uganda, has faced difficulties in hiring the staff. In her words, “It is easy for anyone to come and claim that they are teachers, but teaching comes from proper channelings and systems.”  She further added that TMIS has in a way made the hiring process smoother which will ultimately lie in delivering or appointment of a trained teacher.   

How will Teacher Management Information System (TMIS) benefit Uganda?  

TMIS will ease the hiring process of the teachers, which will lead to the enrollment of capable teachers with essential qualifications. This will also make the classroom more interactive by reducing the dropout rates. The proper implementation of the curriculum will now be done by the teacher who possesses the knowledge and ideas.   

Conclusion:  

Since the issue still persists with the education system of Uganda, reforms or initiatives such as TMIS is playing a vital role in making things better. The government with other international or national authorities is addressing the issues of limited infrastructure and lack of quality of education in a rigorous way. The government is also planning to follow a multidimensional approach to transform education in various ways.
